Click the Share button to open the sharing pop-up. Select the checkbox under the URL that says Start at, and optionally adjust the time if it isn't correct. Copy the updated shortened URL with the timestamp appended.

Copy the short link. You can copy the link by clicking the COPY button or right-clicking it and selecting Copy from the context menu.

1. Go to the YouTube video you want to use. 2. Go to the time to which you want to link. 3. Right-click the video. 4. Click Copy video URL at current time 5. Paste the copied URL elsewhere.

Copying the same URL into Safari doesn't have the problem, so clearly something changed in the way Chrome caches offset data. The URL should have the final say, and reloading the page should start...
